Whaley Bridge, in the north of Derbyshire, is being evacuated after part of the wall of the Toddbrook reservoir collapsed.
Residents have been told by police to gather at Chapel High School in the nearby town of Chapel-en-le-Frith, taking all pets and medication.
A severe flood warning, which means there is a threat to life, has been issued for the River Goyt, below the reservoir.
